Comptroller Bill Thompson places strong emphasis on Mayor Mike Bloomberg's "Third-Term-Limit" ruling that authorized him, and the Council, to run for another 4 years. This same issue though ran some very qualified Council Members out of office in the Primary race. Will Mayor Bloomberg's outcome be a favorable one?
